Title III
Morgan State University’s Title III program, funded by the U.S. Department of Education, is a federal initiative aimed at strengthening Historically Black Colleges and Universities (HBCUs) and other minority-serving institutions. This program provides grants that help improve the academic quality, institutional management, and fiscal stability of participating schools.
Title III
Title III funds support a variety of projects that enhance academic programs, infrastructure, and student support services. These projects aim to boost student success and the institution's overall resilience.

Morgan State University’s Entrepreneurial Development and Assistance Center (EDAC) leverages Title III funding to strengthen entrepreneurial activities and support for local businesses and aspiring entrepreneurs. Through this program, EDAC offers a range of resources, such as one-on-one business counseling, workshops, and specialized training. They also conduct conferences and produce podcasts, extending support to students and community members interested in entrepreneurship. These initiatives focus on skill-building, strategic guidance, and networking, thereby creating a nurturing environment for business growth and innovation in Baltimore.

Title III funding allows EDAC to provide tailored support and training programs that meet diverse entrepreneurial needs, enabling participants to refine their business concepts, improve operations, and gain insights into various aspects of entrepreneurship.
Department of Defense Mentor Protege Program
DoD’s Mentor-Protégé Program is the oldest continuously operating federal mentor-protégé program in existence. Originally established in the midst of the First Gulf War, the MPP helps eligible small businesses expand their footprint in the defense industrial base.

Under the MPP, small businesses are partnered with larger companies. In the past five years, DoD’s MPP has successfully helped more than 190 small businesses fill unique niches and become part of the military’s supply chain.
Many mentors have made the MPP an integral part of their sourcing plans. Protégés have used their involvement in the MPP to develop technical capabilities. Successful mentor-protégé agreements provide a winning relationship for the protégé, the mentor and the DoD.
